Pull out the batteries and inspect them carefully. If there is any
swelling or cracking of the casing, replace them or borrow a set before
going further. If you can't get them out of the UPS chassis easily,
they have probably swelled. If the batteries look good, reconnect them,
plug in the unit and put it in standby to charge overnight. After that,
try turning it on with no load. If you get any response at all from the
unit, there's a good chance replacing the batteries could bring it
back. If you get nothing at all (no beeps, no lights, etc...) chances
are it's truly dead. Cut your losses and get a new UPS.

APC does (did?) have a trade-in program. Check their web site.

Probably. Just like a car battery, sitting discharged for long periods
of time is bad for them.

I would not recommend it. That's a lot of juice to be playing around with.
