Level 3 has pulled the plug on peering with Cogent. What this means is
that Level 3 customers can't see websites on Cogent networks and Cogent
customers can't see websites on Level 3 networks, unless the customers
are multi-homed with some other network that is still providing peering.
Your ISP may very well be on either Level 3 or Cogent networks. I first
noticed there was a problem yesterday, when I tried to open a connection
to Wikimedia (both SSH at the Wikimedia servers and by trying to access
Wikipedia and Wikinews through my browser). My place of employment uses
an ISP that's on a Cogent network, and Wikimedia is colocated at a
facility that's on a Level 3 network.
In case any of you are experiencing strange inability to connect to some
favorite websites, this may be the problem you're having. Check into
it. Try a traceroute to the website you can't access and look for
indications of either Cogent or Level 3 connections before the
traceroute stops returning results.
If you're on either Level 3 or Cogent networks, I recommend you call
your ISP and ask why they aren't multi-homed or providing some other
workaround to allow you to access the Internet fully. The more people
complain, the more likely Cogent and Level 3 are to get the hint that
getting into pissing matches with each other is not going to help
business.
