I think in practicality, we are not too far away from that model with
SLUG in Tampa today as they have a half dozen regionalized meetings
every month, ranging from NPR to Tampa - St Pete - Brandon and down
to Sarasota, with considerable non-cross-pollination of attendees i.e.
many attendees go to just 1 or 2 meetings each month. I generally
try to attend Tampa, St Pete and Brandon each month, and the
Sarasota and Dunedin occasionally. It is really like going to
totally separate groups. This implies the "installed base" of Linux
users is large enough here to support separate groups. Would
this model work in Orlando? (I am not recommending it, just
posing the question).

There is a lot of autonomy in how the meetings run i.e. what is
done at Y is not dependent on what happened at X, though it
could and often does model X.

I've been to several LEAP meetings and was surprised at the model
of having just the one megameeting (at DeVry near Conroy Rd), given
the large area that Orlando covers. However you do get more of a
synergy and critical mass of attendees with they typical meeting
being 30 or more attendees

I participate in the forensic LUG. It is a great group however
it is 2 and 1/2 hours driving each way for me to get there. But
they could not support regionalized submeetings for a couple
of practical reasons (facilities, sponsorship, subject matter).
