[flalug] Best way to limit bandwidth

 I have one luser on my home LAN that I wish to limit his (ab)use of
bandwidth. Is there a good (as in quick and simple) tool in Linux that will
let me restrict his usage at the server/firewall without negatively affecting
the other users?
