My bad.
On closer examination I've determined that Quanta will do what I need to do.
It offers spell-checking and syntax support but will, to my great surprise,
save text as fragments.
I thought I HAD to use the html head body tags.
What I have decided to do is to write in Quanta and just use tags such as
p /p and embedded css (for exceptions to the instructions in the main.css
external stylesheet). Then I will save the resulting file as strictly text.
It will be the target of a conditional include(filename) somewhere within the
body /body tags of the template file.
Now that I've had a little more sleep and a little more time to think matters
through I realize that I don't actually need the features I was looking for.
I had made a simple thing waaaay too complex. Sorry for having wasted
everybody's time.
